Injured before January 1, 2013?


How do I know if I am eligible for a voucher?


If you were injured at work between Jan. 1, 2004 and Dec. 31, 2012, you may be eligible for a voucher. 


What will my voucher pay for? Can I get a certified counselor to help me out to select a quality vocational school?


The voucher pays for tuition, fees, books and other expenses required by the training facility. Yes, but no more then 10% of the voucher may be used for certified vocational or return-to-work counselor. 


What will be the monetary value of the voucher I will receive if my injured before Dec. 31, 2012?


The amount of the voucher is directly related to your level of permanent disability. Vouchers come in four denominations:m$4,000, $6,000, $8,000, or $10,000. Please check below.

Permanent Partial Disability Award Voucher Value

Less than 15%                                                                                                    Up to $4,000.00

Between 16% and 25%                                                                                   Up to $6,000.00

Between 26% and 49%                                                                                   Up to $8,000.00

Between 50% and 99%                                                                                   Up to $10,000.00


When will I receive my voucher if prior date of injury is before Dec. 31, 2012?


If you are eligible and have not settled the voucher, you should receive it from the claim’s administrator within 25 days from issuance of the permanent partial disability award by the workers’ compensation judge or appeals board. 


What type of school will my voucher pay for?


The voucher will pay for schools which are approved or accredited by the Bureau for Private Postsecondary Education (BPPE); Or a California State agency that has an agreement with the Bureau; or a limited number of other recognized agencies. 


Does my voucher have an expiration date?


The voucher does not expire if issued prior to Jan. 1, 2013. If issued on or after Jan. 1, 2013, the voucher will expire within two years of being issued or five years from the date of injury, whichever comes later.

How do I know if I am eligible for a voucher?


If you were injured at work on or after January 1, 2013, you may be eligible for a $6000 voucher regardless of permanent disability rating. 


What will my voucher pay for?


The voucher can be used for payment of tuitions, fees, books, and other expenses required by the school for retraining and skill enhancement. It can also be used to pay licensing or certification and testing fees, to purchase required tools, and computer equipment of up to $1,000, and to reimburse or advance up to $500 in miscellaneous expense. Using up to 10% of $6,000 on the voucher for counseling and placement service fees is an option, but not required. Call us for more information about the ways we can help to facilitate. 


When will I receive my voucher?


If you are eligible, you should receive your voucher from the claim’s administrator within 20 calendar days from expiration of the time allowed to your employer (60 days) for making an offer of regular, modified, or alternative work. For more information about eligibility and this time frame call us any time. 


What type of school will my voucher pay for?


The voucher can be used at a California public school or with a provider that is certified on the state’s Eligible Training Provider List (ETPL) at http://etpl.edd.ca.gov.


Does my voucher have an expiration date?


Yes. Your voucher will expire within two-year of being issued or five years from date of injury. Whichever comes later. Use it or lose it!

Can I settle the voucher for 2013 DOIs?


Not for injuries dated January 1, 2013 or later. SB863 has changed this, but incentives exist for your clients to claim their voucher.


What kind of incentives?


For one, $500 miscellaneous expense with NO documentation required. Also, the voucher will help provide materials needed and pay towards training. 


How much will the voucher provide my client?


$6,000 regardless of P.D. rating will be afforded to each injured worker with a 2013 or later DOI.


NOTE: No client is eligible for the SJDB voucher if appropriate return to work options are available.
